&lt;p&gt;This means that if your home is worth $100,000, your annual property tax would be $342, assuming you don't have any exemptions for the value, which you would, being an owner occupant.&amp;nbsp; These exemption increase as the owner gets older.&lt;/p&gt;
&lt;p&gt;The main thing to remember here is that Honolulu has some of the &lt;strong&gt;Least Expensive Property Taxes&lt;/strong&gt; in the country.&lt;/p&gt;

&lt;p&gt;What is the Difference Between Friable and Non-Friable Asbestos?  There is a major distinction between friable and non-friable asbestos materials. Asbestos-containing material (flooring, roofing, pipe wrap, insulation, etc.) in the home can be crushed, pulverized, or turned to powder by the pressure of the average human hand are known as friable materials and can release dry asbestos fibers into the air. Non-friable materials are either tough or flexible enough to contain the embedded asbestos fibers, but with age and normal wear and tear, these non-friable materials can become friable.&lt;/p&gt;
&lt;p&gt;Federal law recognizes these variations within the classification of non-friable asbestos. &lt;p&gt;As you may know, homes built before 1980 likely have asbestos insulation in them. &lt;p&gt;&lt;strong&gt;Where Asbestos Can be Found: In the Home&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The amount of asbestos that can be found within a home depends on when the home was built or renovated. If the house, or anything in it, was built before the mid-1970s, there is a good chance of finding asbestos-containing materials. However, asbestos was still used in homes though the 1980s and is found in construction products made today. These materials can be found in a variety of places ranging from the roof to the basement.&lt;/p&gt;
&lt;p&gt;Asbestos materials that are difficult to locate include vinyl wall coverings, ceiling tiles, and sprayed or troweled on &quot;popcorn&quot; textured coatings. For these products, the only way to find the asbestos-containing fibers is to scientifically sample them for testing by using an EPA-certified lab.&lt;/p&gt;

If the pipes do contain asbestos, they are safe as long as they are not damaged by water leaks or by children playing nearby. It is best to coat them with modern protection such as plastic sheeting or sprays that will harden and encapsulate the asbestos fibers. These protections, however, will make it more difficult to remove the insulation and will have to be removed at a later date. Most states and/or municipalities require separate removal and proper disposal of all asbestos-containing materials when any building is demolished, or when an area is renovated where such materials are present.&lt;/p&gt;

&lt;p&gt;A New Orleans lawyer sought an FHA loan for a client who lost his house in Hurricane Katrina and wanted to rebuild. He was told the loan would be granted if he could prove satisfactory title to the parcel of property being offered as collateral. The title to the property dated back to 1803, which took the Lawyer three months to track down. After sending the information to the FHA, he received the following reply. (Actual letter):&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Upon review of your letter adjoining your client&amp;rsquo;s loan application, we note that the request is supported by an Abstract of Title. While we compliment the able manner in which you have prepared and presented the application, we must point out that you have only cleared title to the proposed collateral property back to 1803&amp;hellip; Before final approval can be accorded, it will be necessary to clear the title back to its origin.&amp;rdquo;&amp;nbsp; Annoyed, the lawyer responded as follows (actual letter):&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Your letter regarding title in Case No. 189156 has been received. I note that you wish to have title extended further than the 194 years covered by the present application. I was unaware that any educated person in this country, particularly those working in the property area, would not know that Louisiana was purchased, by the U.S., from France in 1803, the year of origin identified in our application. For the edification of uninformed FHA bureaucrats, the title to the land prior to U.S. ownership was obtained from France, which had acquired it by Right of Conquest from Spain. The land came into the possession of Spain by Right of Discovery made in the year 1492 by a sea captain named Christopher Columbus, who had been granted the privilege of seeking a new route to India by the Spanish monarch, Isabella. The good queen, Isabella, being a pious woman and almost as careful about titles as the FHA, took the precaution of securing the blessing of the Pope before she sold her jewels to finance Columbus&amp;rsquo; expedition. &lt;p&gt;Fannie Mae and Freddy Mac now have the full support of the U.S. Treasury Department as the Treasury has committed the necessary funds with a Blank Check for the next three years.  These changes come now as the U.S. Gonvernment now controls the two lenders.&lt;/p&gt;
&lt;p&gt;This policy shift will make it possible for hundreds of thousands of homebuyers to get loans through Fannie and Freddy, which write over half of the mortgage loans in the U.S.  It also means that these two institutions can borrow money at lower rates, which will be passed along to their customers in the form of lower interest rates on their mortgage loans.&lt;/p&gt;
&lt;p&gt;The policy shift of additional Treasury support to Fannie and Freddy will also give the institutions a greater ability to help existing homeowners who need loan modifications and avoid foreclosure.  By executing these loan modifications, the institutions will avoid huge losses from financially distressed homeowners that would have no choice other than walking away from their homes.&lt;/p&gt;

&lt;p&gt;In an action this afternoon by the City Counsel of Honolulu, the moratorium on Bed and Breakfasts for Oahu has been lifted.&amp;nbsp; It was decided in what was called a &quot;Work In Progress&quot; that those Bed &amp;amp; Breakfast operations on Oahu that were in operation on or prior to February 2008 would be eligible to apply for a Bed &amp;amp; Breakfast License to operate legally.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;This is great news for those operators that need the income their home businesses produce.&amp;nbsp; Another great feature of todays action is that it specifaclly says that &quot;Neighborhood Vetos&quot; will NOT be allowed.&amp;nbsp; It is thought that because of the budget shortfalls of the City and County of Honolulu, that this is a first step in allowing these wonderful businesses on Oahu and that as the bill evolves, Bed &amp;amp; Breakfasts licenses will be allowed for anyone that would like to apply for one.&lt;/p&gt;
&lt;p&gt;There are some neighborhoods on Oahu that have been Bed &amp;amp; Breakfast favorites, like Kailua with its white sandy beach and on the North Shore of Oahu.&amp;nbsp; Investors that would like the income of a Bed &amp;amp; Breakfast business on Oahu should act quickly before investor purchases drive up Hawaii Real Estate prices.&lt;/p&gt;
